Help for Family in Afghanistan
To Advocate for Family in Afghanistan (Instructions from Josh Harder's Office):
- Send all of their documents, along with the Privacy Release Form(CLICK HERE) with the spouse/immediate family member in the U.S. completing the top portion with their information,
- Include the name of the spouse/immediate family member in Afghanistan in the "explanation" portion along with date of birth, passport number, and exact spelling of the spouse's/immediate family member's name.
- If it’s an SIV (Special Immigrant Visa) for Afghans who worked with the U.S. military, they are still processing those applications. Please send their information (name, DOB, application number, mission number, passport number) and Ishtar will try to get information for them.
- The paperwork can be delivered to:
- Josh Harder's Office
- 4701 Sisk Road Suite 202 in Modesto
- ishtar.saiyady@mail.house.gov
- 209-579-5458
For Approved SIV Holders, complete this form:
US citizens, lawful permanent residents (green card holders), individuals in possession of an Immigrant Visa (IV), or the certain individuals who have a pending IV (From CAIR- Pennsylvania):
- If you know someone who needs to get out of Afghanistan, they can contact the Afghanistan Task Force at ATF-TF3@state.gov. Name, contact #/email, accompanying family members, passport info or national ID. This is for anyone: family of USC, women at risk, SIV, activists, etc. You can contact on behalf of someone but add who you are/if you are in the military so that the Task Force understands where the insight is coming from.
- For those who are eligible for an SIV, but do not yet have an appointment or have not yet applied, please immediately contact AfghanSIVapplication@state.gov
- The situation is evolving rapidly, which may affect how up-to-date this information is.

To Request Asylum or Humanitarian Parole (from CAIR-CA resource guide):
- For Afghans who fear persecution from the Taliban or any group in Afghanistan:
- If you suffered or fear serious harm by the Taliban or any group that the government is unable to protect you from based on your race, nationality, religion, political opinion, or particular social group, you should seek safety at the nearest refugee camp and register with a designated Non-Governmental Organization (NGO) or the United Nations (UN) as a refugee.
- If you are in the U.S., you may apply for asylum. Contact CAIR-CA’s Immigrants’ Right Center or an immigration attorney to get a consultation and more information about this process (see below).
- If you can make it to a port of entry at a U.S. border, you can apply for asylum.
- For Afghans seeking entry to the U.S. for urgent humanitarian reasons:
- Humanitarian parole may be an option. Humanitarian Parole can be requested by someone outside of the United States who is seeking temporary entrance to the U.S. for urgent humanitarian reasons. To be eligible, you have to establish 1) that you will go back to Afghanistan when it is safe, or 2) how you plan to regularize status in the US. This could refer to information about a pending or soon to be filed petition by your qualifying family member on your behalf, intentions to apply for asylum, etc.
- If you can reach a third country, an application for Humanitarian Parole can be made
at the U.S. Embassy. Afghan citizens are eligible for e-visas to Tajikistan, Uzbekistan,
and Kyrgyzstan, and they may enter the following countries without a visa:
- Antigua and Barbuda (e-Visa)
- Benin (e-Visa)
- Cape Verde (Visa on arrival – 3 months)
- Comoros (Visa on arrival – 45 days)
- Dominica (Visa free entry – 21 days)
- Ethiopia (e-Visa – 90 days)
- Maldives (Visa on arrival – 30 days)
- Qatar (e-Visa)

Community Advocacy & Volunteers
For Advocacy:
Write your local government representatives to express your concerns and advocate
for the safety of vulnerable Afghans. You can also encourage your local leaders to
begin to make plans to welcome new arrivals here. Use your power as citizens!
